 BOARD APPROVED SUPERVISOR REGISTRY-CONTACT INFORMATION

  In the 2023 Virginia General Assembly session The Virginia Health Care Foundation was the primary initiator of a bill that would require the Virginia Board of Social Work to maintain a list of Board Approved Supervisors that included contact information.  Previously there was no contact information provided.  This bill becomes effective July 1, 2023.  Below is the text of the bill.  Number 8 and 9 are the new parts of the law.

CHAPTER 489
An Act to amend and reenact §54.1-3705 of the Code of Virginia, relating to Board of Social Work; powers and duties.

Be it enacted by the General Assembly of Virginia:

1. That §54.1-3705 of the Code of Virginia is amended and reenacted as follows:

§54.1-3705. Specific powers and duties of the Board.

In addition to the powers granted in §54.1-2400, the Board shall have the following specific powers and duties:

1. To cooperate with and maintain a close liaison with other professional boards and the community to ensure that regulatory systems stay abreast of community and professional needs.

2. To conduct inspections to ensure that licensees conduct their practices in a competent manner and in conformance with the relevant regulations.

3. To designate specialties within the profession.

4. Expired.

5. To license baccalaureate social workers, master's social workers, and clinical social workers to practice consistent with the requirements of the chapter and regulations of the Board.

6. To register persons proposing to obtain supervised post-degree experience in the practice of social work required by the Board for licensure as a clinical social worker.

7. To pursue the establishment of reciprocal agreements with jurisdictions that are contiguous with the Commonwealth for the licensure of baccalaureate social workers, master's social workers, and clinical social workers. Reciprocal agreements shall require that a person hold a comparable, current, unrestricted license in the other jurisdiction and that no grounds exist for denial based on the Code of Virginia and regulations of the Board.

8. To maintain on the Board's website a list of the names and contact information of persons currently approved by the Board to supervise candidates for licensure as a clinical social  worker.

9. To allow supervisees pursuing licensure as a clinical social worker to change or add a supervisor from the Board's list of currently approved supervisors without prior approval from the Board.

BOARD-APPROVED SUPERVISOR LIST 429 NAMES

It occurred to me back in May that the list of Board-Approved Supervisors on the Virginia Board of Social Work (VBSW) website was public information. So, I sent a Virginia Freedom of Information Act (FOIA) request to the Board asking for a copy of the entire list of Board-Approved Supervisors.  The list is stored electronically so I asked for an electronic copy.  They sent it to  me.  The VBSW is a public body.  That is important because the Virginia FOIA states:  By enacting this chapter, the General Assembly  ensures the people of the Commonwealth ready access to public records in the custody of a public body  or its officers and employees, and free entry to meetings of public bodies wherein the business of the people is being conducted. ASWB REPORTS DISPARITIES IN PASS-FAIL RATES -

    ASWB REPORT 2022 ASWB EXAM PASS RATE ANALYSIS Disparities In Pass Rates Of Black, Indigenous, And People Of Color The entire social work professional community is dist urbed by the ASWB report 2022 ASWB Exam Pass Rate Analysis that shows a long history of alarming disparities in pass rates of Black, Indigenous, and people of color (BIPOC) first time test takers of the ASWB Clinical Exam.   There are LCSWs calling for the elimination of the ASWB clinical Examination.  While the intensity of emotion is justified there is also a need for caution to protect the ability of the nearly 8000 Virginia LCSWs that depend on their license to earn a living.     I ask that LCSWs to keep in mind 3 things:   A.                 In order to practice independently, LCSWs need to substantiate they have sufficient expertise to practice psychotherapy independently...
